Since a dust-control initiative introduced in February 2026, the Royal Commission for Riyadh City requires any construction project of 2,000 sqm or larger to meet 11 specific dust-control requirements — approved dust suppressants and daily site watering, covered truck loads during transport, and an on-site air-quality monitor feeding the city's unified construction-dust monitoring platform. The National Center for Environmental Compliance enforces this across a network of 12 fixed and 4 mobile air-quality monitoring stations citywide, with fines of up to SAR 50,000 per violation — enforcement sweeps through 2026 have already totalled around SR20 million against non-compliant sites. On a project this size, dust management is a genuine compliance line item, not a housekeeping afterthought, and it's planned into our external and facade works and site-safety supervision from day one, not added after an inspector flags it.
