Government and institutional work — universities, a hospital, a ministry office tower — is almost always delivered as finishing contractor to a main contractor, not direct to the owner: 5 of our 7 government projects here were delivered for Hadeem Contracting Co., the rest for other main contractors. That structure means submittals, QA records and HSE files have to arrive in the format the consultant and the main contractor expect, on their programme, not ours alone.

The tolerance for defects is tighter here than on almost any other project type — a hospital or a ministry building doesn't get a second finishing pass before handover — which is why this is the project category our 25-year track record on ministry, university and hospital work is built around.
